Does this bit from the CFRs "Int'l Institutions & Global Governance" recent paper make you smile or frown?

Even environmentalist admit the CO2 reduction of cap and trade will do nothing to stop global warming. If they were serious they would be working to reduce methane gas and other green house gases which have a far bigger effect on green house than CO2. CO2 is simpler to tax however.
