How can we help my husband's little cousin and her baby?

Here is the situation. First, if there are any social workers or police officers out there, PLEASE HELP. Anyway, my huband's little 19-year-old cousin, Pam, has a one-year-old baby and is living in New Port Richey, Florida, with her mother and step-father and his brother. At this present time, her mother is in the hospital with heart trouble, and Pam is stuck there and they are FAR from us. We do know that her step-father is an alcoholic and we are speculating that his brother does illegal narcotics. We have also been informed by Pam's sister that their step-father forced her to have ual relations with her when she was 16. We know that Pam is TERRIFIED and AFRAID of her step-father and his brother, and will not come against them. We are SO WORRIED about Pam and her baby being there with them by themselves and that far away. Who should we contact and what all can be done here? There is an innocent baby at stake here. Can anyone PLEASE HELP?
